It may or may not be against the law depending on your State. Whether it is legal or not it seems silly for HR not to grant your request. Another approach would be to send them a note telling them that if they don't provide you with a copy you will be forced to contact the local branch of the EEOC or its State counterpart and have them request the document on your behalf.
