When the CEO informs staff that the office will close at 2 pm the day before a holiday does this entitle those that have scheduled vacation the right to 3 hours vacation another time

I would say no. Sometimes these things just happen and there is no ill intent behind it - in fact rather the opposite - a will of good gesure. If you allow those who took vacation during that period of time to feel as though they are 'entitled' to the time at another point, those types of kindness will occur less frequently. Be aware of the "entitlement" attitudes if you want to ensure these nicities repeat themselves. A very small few would ruin it for the group if they started to feel entitled to these sorts of things. What goes around comes around and one day, it will be your turn to reap the benefit of a nice little unexpected perk.

I believe that a lot would depend on your Corporate policies relating to the 2 p.m. office closure. If it is just a nice CEO kicking people out a little early to take advantage of the holiday weekend but the people still get paid for the full day, then I would say No to your question. If the corporate policy is that the office closes at 2 p.m. before every holiday & no pay is provided for hours not worked (even if the person's regular schedule would have required them to work until the end of the day), then this would likely be a valid request and should be something that is reviewed with your internal HR team or rep.
